Mumbai Property Mutation Goes Digital

On Wednesday, Maharashtra Revenue Minister Chandrashekhar Bawankule unveiled epsitmumc.mahabhumi.gov.in, a specialized online facility that would allow property owners in the Mumbai City area to perform land record mutations and name transfers from their residences. The new system, which is directly linked to the Settlement Commissioner's Mahabhoomi program, digitizes 45 different types of property transactions, including inheritance and gift deeds as well as sophisticated lease and mortgage registrations. The launch symbolizes the city district's transition to a zero physical interface paradigm, with applicants, including Non-Resident Indians (NRIs), being able to use a monitored digital dashboard instead of conventional trips to the Collector's or Tehsildar's offices.

Minister revealed that the government has created an online mechanism in Mumbai, linked to the Settlement Commissioner's Mahabhoomi app, to modify all properties in the city. Bawankule told reporters that the process has been streamlined so that Mumbai residents may submit mutations online from the comfort of their own homes, guaranteeing that if a property owner dies, their family's name is digitally recorded. The Minister stated that the system is structured so that no one has to physically visit the Collector's or Tehsildar's offices to complete these processes.

Forty-five categories of property changes.

For the first time, individuals in the Mumbai City district can now access 45 different types of modifications online. Bawankule stated that the facilities include mutations caused by purchase deeds, inheritance, gift deeds, leases, mortgages, and road setbacks. The webpage also addresses more technical improvements, such as reservations and land acquisition. The Minister noted that, while the system is automated, a physical support desk is still available at the Mumbai City Collector's office for those who find specific problems throughout the digital application process.

Real-time Monitoring and Transparency Features

The new portal's key features include a zero physical interface, which allows applications to be submitted without waiting in lines or visiting the office many times. Transparency is maintained by real-time SMS alerts that keep applicants informed at all stages of the process, as well as information available through individual login IDs on the portal. A unique login-based dashboard allows for 24/7 monitoring, ensuring that total digitization reduces delays and resulting in speedier processing of property updates.

Mumbai Property Mutation Limits and NRI Accessibility

The Revenue Minister emphasized that the new service allows property owners, including NRIs, to submit applications for name transfers or updates to their property cards directly from their existing locations. However, the current scope of this feature is limited to property owners in the Mumbai City District only. The automated service is not currently available to residents in Mumbai's suburbs or other parts of the state, as the current scheme is limited to 45 cases involving the city district's property card requirements.
